A Human Rights Based Approach to Development Programming
The Danish Policy states that support to human rights and democratisation is vital to development and poverty reduction. Moreover, human rights are a crosscutting consideration that is to be incorporated in all assistance programmes – including sector programmes within agriculture, health, education, infrastructure development, etc. This Danida Fellowship Course will focus on how to operationalise human rights in development programming.
Target Group
National counterparts and staff (local partners) working with institutions involved in Danida programme support within various sectors and thematic areas.
Entry Profile
Participants working in sector programmes where efforts at human rights mainstreaming are planned or on-going are encouraged to apply. A good working knowledge of English and of development programming is needed.

- The Overall Cooperation Framework
- Entry Points for Human Rights Integration
- Understanding and Demystifying Human Rights and the Key Actors Involved
- Human Rights in PRSP and MDG Reporting
- Human Rights in Sector Support – Health, Education, Infrastructure, Private Sector Support, etc.
- Thematic Human Rights - Rights of Indigenous Peoples and Minorities; Labour Rights; Anti-Corruption.
Course Goals
The overall learning objective is to strengthen competence on how to integrate and mainstream human rights to development planning and sector programme support.
Duration
Three weeks.
Course Outcome
Participants will be able to identify and make use of appropriate entry points for human rights strengthening.
Participants will be skilled to consider human rights principles, standards, obligations and capacities through out the programming cycle and design human rights promotional and safeguarding measures in their work field.
Funding
The Course is co-funded by Danida Fellowship Programme. After selection of course participants, the Danida programmes/projects are charged a non-refundable amount of DKK 2,500 per participant per tutorial week.
Total funding needs are DKK 7,500 per participant. This includes study fees, accommodation, allowances, insurances and international transport.
